The division into two different groups according to the ages, has become necessary in order to avoid the transfer of children under 10 years in other centers far from the place they use to live because of the too high costs of maintenance. All these areas, as per the agreement between psychologists and the social workers, have similar characteristics with regard to the following aspects:
